I am brown in complexion, I am getting some moles on my ankles and thighs but they are small and raised. How can I get rid of them and I get small tiny white dots on my skin as well

I am unsure of what this could be. Your description of moles that are brown and raised paired with white spots doesn't immediately bring any common condition to mind.

Have you had these spots checked out by a doctor or dermatologist? Before being comfortable recommending any course of treatment, I'd want to make sure that any serious conditions, up to and including infections, cancer, or other lesions were ruled out.

If you experience pain, fever, or the moles have changed in size, or if they are bigger than a pencil eraser or have uneven pigmentation, then you will want to be seen by a healthcare professional.

If the concern is only cosmetic, you can see about lightening creams, or laser treatments, or chemical peels.

Sometimes fungal infections can occur on the skin and cause white patches. In this case you'd need to apply an anti-fungal cream.

You may also consider using sunscreen on a regular basis to decrease your exposure to UV rays which may exacerbate the formation of moles and freckles.

Your best bet is to find out exactly what these bumps are then treat them.
